Management must trust that their members will make good discretionary decisions. Decisions concerning actions aren’t entirely controlled by specific laws, rules, set policies, or procedures. Decisions promote the intended meaning of “spirit” of our laws, rules, policies, or procedures.

Positive answers to these five questions (i.e., standards) assess the “goodness” of any discretionary decision.
